Homeless Management Information System (HMIS)

In the Fall of 2000, the Cleveland/Cuyahoga County Office of Homeless Services (OHS) formed a stakeholders committee to explore implementing a Homeless Management Information System for Cleveland, Ohio. The goals of implementation were to:

  1. Gain a greater understanding of the numbers and characteristics of the homeless population
  2. Identify the needs of the homeless, both met and unmet
  3. Track available resources
  4. Monitor outcomes and program performance
  5. Increase community awareness and understanding of issues related to homelessness

In 2002, the Cleveland/Cuyahoga County Office of Homeless Services purchased ServicePoint as its HMIS software solution. The platform was selected by a group of representatives of the Local Cleveland/Cuyahoga County Continuum of Care, following a highly participatory process of analysis of system needs and comparative examination of several top-rated software platforms. An Advisory Committee was formed to guide the data process with particular emphasis on confidentiality and sharing issues.

The first agencies on board began collecting data in April of 2002. Currently, the HMIS effort is collecting data from all the Emergency Shelters, Transitional Housing facilities, Supportive Services Programs and Permanent Supportive Housing programs who are receiving Federal McKinney-Vento Funding. Non-HUD funded agencies in the Cleveland/Cuyahoga County Continuum are encouraged to participate in the HMIS effort. Homeless Prevention Agencies in the community will begin to use HMIS in 2008.

The goal of the HMIS project is to inform public policy about the extent and nature of homelessness in Cuyahoga County. This goal has been accomplished through analysis and release of aggregate data in the community. OHS has used HMIS data to inform stakeholders, government officials and the media about the current status of homelessness in the County.
